
In addition to being the Chairman of the House Government Operations Committee and to her Chairmanship of ALEC's Commerce Task Force, in January of 2009, Representative Lynn filed HJR108, the State Sovereignty Resolution. A resolution to affirm Tennessee's sovereignty under the Tenth Amendment to the U.S. Constitution, and to demand the federal government halt its practice of assuming powers and of imposing mandates upon the states for purposes not enumerated by the Constitution of the United States. In June 2009, the Resolution passed overwhelmingly in the House and Senate. The Resolution also calls for a committee of conference and correspondence to be assembled of Tennessee House and Senate members. Under Rep. Lynn's leadership, the committee sent a letter to the other 49 states asking for them to join Tennessee in our push for state sovereignty by working together. Since sending the letter, many other states have filed similar resolutions. Rep. Lynn has received the following replies from the Lt. Governor of Texas and the Tennessee Secretary of State received a letter from the Idaho Secretary of State with a similar resolution. In addition, several national working groups have formed. These are forums where state legislators are working together across state lines to solve one common problem; an overbearing federal government. The workings groups are working very hard to develop legislation to turn back the tide of federal control. Rep. Lynn has filed three bills from this work: 1. Health Care - Constitutional Amendment to make certain that Tennesseans cannot be forced to purchase health care. 2. Health Care - State law to make certain that Tennesseans cannot be forced to purchase health care. 3. Cap & Trade - State law to require legislative approval prior to adoption of regulatory programs concerning greenhouse gas or motor vehicle fuel economy. In December, Rep. Lynn and Rep. Debra Maggart asked the Tennessee Attorney General to prepare to intervene should the national health care bill pass. On Monday, March 22, 2010, Rep. Susan Lynn wrote another letter to the Tennessee Attorney General asking him to read the new legislation, and the lawsuits filed by the several other states' attorney generals, and either join the states or file a separate lawsuit in order to protect the rights of Tennesseans. On March 25, 2010 Rep. Lynn received the a reply. Rep. Lynn's work has been recognized nationally by Fox News and the Wall Street Journal. She's been invited to speak at state sovereignty conferences in Nebraska and Georgia as well as many Tea Parties in Tennessee. UPDATE on LEGISLATION 1. Health Care - Constitutional Amendment to make certain that Tennesseans cannot be forced to purchase health care has passed out of Commerce Committee and advanced to Finance. 2. Health Care - State law to make certain that Tennesseans cannot be forced to purchase health care remains in Commerce Committee at this time. 3. Cap & Trade - State law to require legislative approval prior to adoption of regulatory programs concerning greenhouse gas or motor vehicle fuel economy - has advanced to the floor but amended to be a message to US Congress in opposition to Cap & Trade. 4.
